The Human Jock negotiator from Intelligence Services
Almost as wide as he is tall, Phil Fister looks and acts like one thing: A muscle-bound jock with an army buzzcut and an attitude to match. Arrogant, somewhat ballsy, frequently irreverent and somewhat thick, Phil’s outward persona and appearance is enough to have people dismiss him, avoid him or fear him. Those who know him quickly realise why Phil is a Major and Prime Team member, however – Phil is able to project the personality he needs to when he needs to in order to get stuff done. The Jock is just a front for an altogether more capable and more complex individual beneath.

Phil rose through the Starfleet ranks to become a special intelligence officer using his ability to adopt different personas to get at information he needed. He is a born bull-sh1tter, often compared to earth 20th century car salesmen or snake oil peddlers. When the Federation eventually contact the Ferengi, they’ll probably love this guy.
Despite being a trained negotiator and intelligence gatherer, Phil keeps in shape as if he is a front-line marine grunt by hitting the gym, doing extreme grav sports and self defence classes for fun and going drinking with Klingons in Orion space or along the border with the Klingon empire. He advocates headbutting his Klingon hosts as a hangover cure (Something the team Medic, Ditt, cautions against with a curiously raised eyebrow). He maintains that the burly Jock surface often makes people underestimate his negotiation power or fear potential reprisals and that it leads to better outcomes, particularly with militaristic cultures. So far his track record bears this out.
Phil is a capable combatant both in deed and in word and he rarely drops his carefully crafted Jock persona for anyone other than his C/O and his Prime Team members. Even then, he’s so good at acting the Jock that some of his team often wonder if the Jock is the real Phil and the negotiator simply an occasional construction.
